To the Editor:

Assume Saddam Hussein wanted to demonstrate voluntary compliance with cease fire terms agreed to at the end of the first gulf war and respecified in UN Security Council resolution 1441. It would take just one arms inspector to determine compliance.

If Saddam Hussein demonstrates even reluctant compliance, he will not be made willing to comply simply by increasing the number of inspectors to two, four, ten or one hundred.

The purpose of 1441 was to test voluntary compliance. Even the most casual observer will admit Saddam Hussein failed that test. Will France admit it? Will France tell Iraq it has failed the test while there is still a chance to avert war?
