Some people have engaged members of our community of Rome, New York, to determine whether or not the city should become a "City of Character."

Actually, the target has moved several times over the months, first, to identify community problems that might be related to character, and then, to raise awareness of the need for character in the community. While the targets may be desirable and the interest earnest, the real question at hand is what can make a difference.

The material that follows was presented in one form or another to interested participants to help develop a sensible approach.
